Briefing at the German Embassy in Singapore

Building on the preparatory meeting in Berlin, this briefing will apply a specifically German perspective to Singapore’s institutional and administrative model. It will help the delegation understand which results are primarily linked to the particular size, structure and governance of the city-state and which operating principles may also be relevant in a larger, federal and more decentralised system.

The discussion will examine the conditions behind Singapore’s implementation capacity, including institutional mandates, decision-making authority, public-sector capabilities and cooperation with external partners. It will also address potential trade-offs between standardisation and institutional autonomy, between speed and participation, and between integrated data use and the protection of individual rights.

The purpose is to provide the delegation with a critical but constructive transfer framework for the following study visits.
