Delegation Visit to Singapore

For many years, Singapore has been pursuing a consistent long-term strategy to modernise the state and its administration. Digital infrastructure, data-driven governance and the close integration of labour market, social, health and education policies are key elements of an integrated social protection system. The country’s social security systems are regarded internationally as particularly innovative and among the most advanced systems worldwide.

Structural features of the Singaporean social security model:

  • government-cloud-strategy for secure and scalable administration architectures
  • successful transformation of large social security institutions (e. g. core system replacements and process automation)
  • an ecosystem-based approach with close integration of social, health and education systems
  • Unified Digital Identity (SingPass) as fundament for consistent administration und social service processes
  • a pioneering role in technology through early adoption of AI, data platforms and digital infrastructure

To kick off the delegation visit, a joint briefing will be held on 4 November at the German Embassy in Singapore with Dr. Bettina Fanghänel, Ambassador of the Federal Republic of Germany to Singapore.
