The exchange will examine national digital identity and health information exchange as shared public infrastructure rather than as isolated IT projects. The central question will be how common digital components can be developed once and then used securely across a large number of public and private services. Using the Singpass ecosystem as a reference point, the discussion will address the institutional and technical foundations of reusable digital services. These include identity assurance, verified data sources, standardised interfaces, consent mechanisms, digital signatures, security requirements and clear responsibility for operating national platforms.The health information component will focus on the governance of data exchange across public and private healthcare providers. The delegation will explore how contribution and access requirements are defined, how data quality and completeness are managed, how access is restricted to authorised purposes and how activity is logged and reviewed. Operational resilience, cybersecurity, incident management and procedures for correcting inaccurate information should also form part of the exchange. A further focus will be the relationship between public-sector product responsibility and private-sector delivery capacity. The discussion should clarify which strategic, architectural and operational capabilities remain within government, how external providers are managed and how interoperability and future supplier changes are secured. For the German delegation, the relevance lies particularly in the implementation of the EUDI Wallet, the reuse of verified information, cross-institutional social security processes and shared digital components. The key learning point is that seamless digital services require more than a common login: they depend on governance, standards, trusted data, operational ownership and sustainable implementation structures.
